In Slovenia our department for homologation want certificate for each lightning part that its changed on motorcycle

Also for universal accessories? If so, that can be a problem; none of the producer releases the homologation papers because there are printed private data on those papers and they do not want to make public.

No, like none of the lighting accessories with homologation, this tail light does not come with any paper; only accessories with specific homologation for the motorcycle model come complete with registration papers, for example exhaust mufflers. This is just a generic European Homologation valid for installation on every motorcycle so the law only requires the homologation code to be visibly marked on the tail light body or lens.
